The Ceremony was held in person and online at the bridge points of 75 newly established communes and wards in the province.

At the ceremony, Resolution No. 1681/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units belonging to the province by 2025.
Accordingly, after the arrangement, Son La province will reduce from 200 communes, wards, and towns to 75 commune-level administrative units, including 67 communes and 08 wards, of which 60 communes and 08 wards formed after the arrangement and 07 communes did not carry out the arrangement; at the same time, the decisions of the Provincial Party Executive Committee on ending the activities of district-level Party Committees; Decision on establishing Party Committees of communes and wards; Decision on appointing personnel of the Executive Committee, Standing Committee, Secretary, Deputy Secretary; Decision on appointing the Party Committee Inspection Committee, Chairman, Vice Chairman of the Party Committee Inspection Committee of communes and wards announced.

Speaking at the announcement ceremony to congratulate Son La province, Ms. Dao Hong Lan, member of the Party Central Committee and Minister of Health, acknowledged and commended the achievements that the Party Committee, government, and people of all ethnic groups in Son La province have achieved in the past time. She emphasized that the transition to a two-level local government model is a strategic step in reforming the State apparatus, aiming to streamline the organization, improve the effectiveness and efficiency of state management, in line with the development requirements in the new period, towards a more professional, effective and efficient administration in the next period. Ms. Dao Hong Lan requested that the Party Committees, governments and the entire political system of Son La continue to closely follow the leadership and direction of the Central Government on organizing activities and operating the two-level local government model; make efforts to overcome difficulties, especially in terms of facilities, immediately start performing tasks, ensure synchronous, unified and effective operation of units since July 1, 2025, etc.

Speaking at the ceremony, Mr. Hoang Quoc Khanh, Secretary of the Provincial Party Committee, emphasized: the transition to a 2-level local government model (province and commune) instead of a 3-level model (province - district - commune) is a strategic step in reforming the state apparatus, aiming to streamline the organization, improve the effectiveness and efficiency of state management and meet the development requirements in the new period, is a crucial opportunity to innovate, arrange and make better the quality of the staff, civil servants and public employees, towards a more professional, effective and efficient administration in the new period. On behalf of the Provincial Party Committee Executive Committee, the Provincial Party Committee Standing Committee, he warmly congratulated the newly established communes and wards; congratulated the Party organizations, government, Vietnam Fatherland Front Committee of the province and the communes and wards that have officially come into operation; congratulated the cadres who have been trusted and assigned new tasks.
In the coming time, the workload is enormous; to carry out the new tasks well, he requested that Party committees, authorities and the entire political system continue to closely follow the leadership and direction of the Central Government and the province on organizing activities and operating the two-level administrative apparatus; strive to overcome difficulties, especially in terms of facilities, immediately start performing tasks, ensure synchronous, unified and effective operation of Party and State agencies and organizations in the political system from July 1, 2025; proactively coordinate with provincial departments, branches, and sectors to review and adjust development space planning such as integrating and implementing land use planning, rural construction planning associated with commune and ward planning, provincial planning; identify development drivers, etc; urgently prepare and organize proficiently the Party Congress for the 2025-2030 term, the election of National Assembly deputies and People's Councils at all levels for the 2021-2026 term to ensure progress as required. The Vietnam Fatherland Front Committee of the province urgently deploys tasks according to the new organizational model, identifies and assigns specific tasks that need to accomplish immediately; develops working regulations, arranges, consolidates, and assigns the staff and civil servants in a streamlined and specialized manner in each field, ensuring that the apparatus operates effectively and efficiently.
