Conference on the implementation of the National Assembly’s Resolution on piloting specific mechanisms and policies for the development of social housing
(en.sonla.gov.vn) On June 2, 2025, Prime Minister Pham Minh Chinh chaired a conference to implement Resolution No. 201/2025/QH15 of the National Assembly on piloting specific mechanisms and policies for the development of social housing. The conference also reviewed and assessed the progress of social housing development over the first five months of the year and outlined plans for implementation in the remaining months of 2025.

Attending the conference were Deputy Prime Minister Tran Hong Ha and leaders of ministries, ministerial-level agencies, and government-affiliated bodies. The conference was held via online connection from the Government’s headquarters to the People's Committees of centrally governed provinces and cities. At the Son La Province venue, the conference was attended by Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the National Assembly Delegation of Son La Province Nguyen Dinh Viet, along with leaders of provincial departments and agencies.

In recent times, the Government and the Prime Minister have focused on directing ministries and sectors to aggressively implement tasks and solutions to address challenges, obstacles, and institutional bottlenecks in order to promote the development of social housing. The Government has submitted proposals to the National Assembly to amend and supplement numerous laws related to social housing policies, such as the Law on Housing, the Law on Real Estate Business, the Land Law, and several other relevant laws. A number of resolutions, directives, decisions, and official telegrams have been issued, containing specific and determined solutions and tasks. Notably, the Government has approved the Master Plan on “Investing in the construction of at least one million social housing units for low-income people and industrial zone workers for the 2021–2030 period.” The goal is to complete at least one million social housing units by 2030, with a target of 100,000 units by 2025.

According to a report by the Ministry of Construction, a total of 1,309 sites nationwide have been designated for social housing development, covering an area of 9,737 hectares. Most localities have allocated sufficient land funds for this purpose, with many reserving well-located plots specifically for social housing projects. In the first five months of the year, 159 projects comprising 135,563 units have been commenced or are under construction across the country. Among these, 21 new projects, with a total of 20,428 units, have been launched. During the same period, 22,649 social housing units were completed. Regarding the target of building 100,000 social housing units in 2025, 20 provinces and cities are on track to fulfill the target assigned by the Prime Minister. Meanwhile, 25 localities are in the process of implementation but are unlikely to meet the target, and 18 provinces have yet to initiate any social housing projects.

To ensure that all citizens have access to housing, the Government submitted to the National Assembly for consideration and approval Resolution No. 201/2025/QH15, dated May 29, 2025, on piloting specific mechanisms and policies for the development of social housing. Immediately thereafter, on June 1, 2025, the Government issued Resolution No. 155/NQ-CP to implement Resolution No. 201/2025/QH15 of the National Assembly. These resolutions stipulate the piloting of several special mechanisms and policies for social housing development nationwide. Notably, they introduce breakthrough measures aimed at removing institutional barriers and bottlenecks to accelerate social housing development. Key highlights include the establishment of a National Housing Fund and provisions for assigning investors and approving investment policies, while simultaneously designating investors without requiring a bidding process for social housing projects and housing for armed forces personnel not funded by public investment. The resolutions also streamline numerous cumbersome procedures related to the formulation, appraisal, approval, and adjustment of detailed planning for social housing investment projects; procedures for social housing investment and construction; determination of selling prices and lease-purchase prices; eligibility conditions for social housing support; rental of social housing and worker accommodations in industrial zones; as well as regulations on compensation, support, resettlement, investment in technical infrastructure, and land allocation for social housing development.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that the Party and the State have implemented social and social welfare policies on housing to ensure the right to shelter and equal access to housing for all citizens, with special attention given to vulnerable groups. He called on localities to prioritize the development of social housing and to consider diversifying social housing types in ways that suit local conditions. He also urged a continued review of policies related to land, environment, capital, and construction regulations; the elimination of unnecessary administrative procedures; and the creation of favorable and lawful conditions for the implementation of social housing projects. Additionally, the Prime Minister stressed the need to facilitate easier access to social housing for the public, strengthen inspection, supervision, and anti-corruption efforts, and promptly resolve challenges and bottlenecks during implementation. These efforts, he noted, must be carried out with flexibility, efficiency, and creativity to deliver legitimate and practical benefits to the people.
