Since the beginning of the year, the management and use of state capital at provincial enterprises have adhered to the Law on Management and Use of State Capital Invested in Production Business at Enterprises, as well as documents guiding implementation. The Provincial People's Committee directed the Department of Finance to guide enterprises in preparing reports analyzing and evaluating the current performance of enterprises, reporting, assessing, classifying enterprises, and reporting on financial supervision in 2024; directing the implementation of state capital investment supervision, financial supervision, performance evaluation and disclosure of financial information for state-owned enterprises and enterprises with state capital according to regulations; reviewing public service units that meet the criteria for converting public service units into joint stock companies as prescribed by the Prime Minister, synthesizing and submitting to the Prime Minister for approval to organize implementation; directing and advising on the implementation of the dissolution of Muong La, Moc Chau, and Song Ma State-owned Forestry One Member Limited Liability Companies; recommending that the Prime Minister not yet carry out the task of divesting state capital from Son La Urban Environment and Services Joint Stock Company, etc.

Effectively implement business registration, ensuring quality, correcting, and exceeding the prescribed schedule, the total number of enterprises by June 30, 2025, is 3,975, reaching 99.37% of the plan, with a total registered capital of nearly 90,000 billion VND, reaching 116.1% of the plan; coordinating and effectively implementing the work of promoting the development of cooperatives in the province; the total number of cooperatives in the province by June 30, 2025, is 1,086 cooperatives, of which, in the first 6 months of 2025, 28 new cooperatives established and 11 cooperatives dissolved, directing the effective implementation of the review and inspection of enterprises by the spirit of Official Dispatch No. 10923/BKHĐT-ĐKKD dated December 26, 2023, of the Ministry of Planning and Investment to strengthen state management of charter capital contribution and registration of charter capital increase.

In the coming time, to effectively implement enterprise management and business registration, it is necessary to continue restructuring, improving the operational efficiency of state-owned enterprises, accelerating the progress of equitization and divestment of state capital in enterprises, and ensuring the state budget revenue estimate, urging agencies and units to promptly implement tasks according to the Enterprise Restructuring Plan for the period 2021 - 2025, and promptly report to competent authorities to handle and remove difficulties and obstacles arising in the implementation process.
