(en.sonla.gov.vn) On August 6, 2025, Mr. Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, and Head of the Steering Committee for the Development of science, technology, innovation, digital transformation, and project 06 (Steering Committee 1287), presided over a meeting to review the first six months and set tasks for the last six months of 2025. The conference was held in a combined format, both in person and online, connecting to 75 communes and wards.

Attending the conference were Vice Chairmen of the Provincial People’s Committee Le Hong Minh, Nguyen Thanh Cong and Dang Ngoc Hau; members of the Steering Committee for the Development of science, technology, innovation, digital transformation, and project 06; and local telecommunications enterprises.
During the meeting, delegates reviewed documents related to the consolidation of Steering Committee 1287; its operational regulations and task assignments; the establishment of working groups and inter-agency teams; and the announcement of task allocations for the inter-agency team. They were also briefed on the implementation of Action Plan No. 07/KH-BCĐ dated June 28, 2025, issued by Steering Committee 1287, to carry out Central Steering Committee Action Plan No. 02-KH/BCĐTW dated June 19, 2025, and Steering Committee 1363’s Action Plan No. 03-KH/BCĐ dated June 26, 2025.

The Steering Committee 1287 presented its report on the outcomes of science, technology, innovation, digital transformation, Project 06, and administrative reform during the first half of 2025, as well as the key tasks for the second half of the year.
The report summarized the results achieved in the development of science, technology, innovation, and digital transformation in Son La province over the first six months, along with priority directions for the remainder of 2025.
The Interdisciplinary Task Force for Monitoring and Support also delivered its report on the implementation of Plan No. 02-KH/BCĐTW of the Central Steering Committee in July 2025.
According to the provincial People’s Committee, Son La is expected to implement 227 tasks in 2025, including 77 on science, technology, innovation, and digital transformation; 75 under Project 06; and 75 on administrative reform. The province’s information technology infrastructure has been comprehensively upgraded. It has completed the integration of its administrative procedure processing system with the National population database, while maintaining stable operation of the Local overnment Service Platform (LGSP) for data integration and sharing. The Intelligent Operations Center (IOC) is being effectively utilized, with 150 active user accounts providing aggregated data to support provincial leaders and sectoral departments in decision-making and management. This includes statistics on budget revenue and expenditure, public investment disbursement, socio-economic indicators, specialized sectoral databases, and monitoring of document processing and administrative procedure resolution. In digital transformation, Son La now offers 1,560 fully online public services, reaching 100% coverage. The rate of applications submitted entirely online is 94.1%. All 516 eligible administrative procedures have been integrated with online payment. On digital citizenship, the province issued over 64,000 new citizen identification cards in the first six months, bringing the total to 241,117. It has received 757,724 personal electronic identification registration dossiers, of which 686,470 accounts have been activated. Additionally, over 200,000 electronic health records have been integrated into the VNeID platform, along with more than 10,000 referral letters and follow-up appointment slips. Nearly 190,400 residents have participated in contributing feedback to the draft Constitution via the digital platform, ranking Son La 31st out of 63 provinces nationwide.

In the field of digital economy, the province has developed an e-commerce platform featuring the participation of 40 enterprises and cooperatives, with 60 signature products showcased. Cashless payment has been promoted, with 97.7% of people with meritorious service having opened bank accounts and 92.8% of payments made through accounts. Notably, since July 2025, with the implementation of the two-tier local government model, the provincial People’s Committee has focused on directing departments, agencies, and especially commune/ward People’s Committees to develop plans for the “Digital Mass Literacy” movement, integrating specific targets, tasks, and solutions into their work programs. A 24/7 support team was deployed in the first week of July to guide citizens in completing administrative procedures in the digital environment. The provincial People’s Committee has also issued multiple directives to strengthen data connectivity and integration, review and restructure administrative procedures from manual to electronic processing. At the same time, it has proposed eliminating mobile signal “blind spots” and addressing power shortages to enable remote villages to access digital transformation.

Concluding the conference, Mr. Nguyen Dinh Viet, Chairman of the Provincial People’s Committee and Head of Steering Committee 1287, acknowledged and commended the achievements attained. He also requested that departments and localities continue to focus on directing and implementing the Provincial People’s Committee’s plans on breakthroughs in science, technology, innovation, and national digital transformation; the 2025 Administrative Reform Plan; the 2025 Implementation Plan for Scheme 06; and the 2025 Digital Transformation Plan of Son La province. Key priorities include finalizing Son La’s Digital Architecture Framework version 4.0, increasing the adoption rate of online public services, accelerating the implementation of Scheme 06 models, investing further in telecommunications infrastructure, conducting training to enhance grassroots-level digital skills, and expanding the “Digital Mass Literacy” movement among the public. He urged departments, agencies, and members of the Steering Committee to devise solutions based on the conference discussions to address shortcomings from the first half of the year. Directors of departments and heads of agencies, as well as chairpersons of commune/ward People’s Committees, are tasked with reviewing and working with VNPT–Son La to complete the configuration of electronic procedures for administrative processes on the provincial administrative procedure resolution system, ensuring compliance with new regulations. He called for the swift allocation of approved budgets and prioritization of essential equipment procurement for the Provincial Public Administration Service Center and office facilities. Efforts should be made to improve the effectiveness of “Community digital technology teams,” applying hands-on, on-site guidance to assist local citizens; to strengthen the use of AI-powered virtual assistants for communication, guidance, and support to citizens and businesses in handling administrative procedures and public services; and to request telecommunications enterprises to provide services and maintain staff to assist communes and wards in ensuring IT system operations, as well as to finalize the elimination of mobile signal dead zones.
