In implementing Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on further enhancing the quality and effectiveness of external information work in the new context; Resolution No. 47/NQ-CP dated April 15, 2024 of the Government on the Government’s Action Program to 2030 for the implementation of Conclusion No. 57-KL/TW; and Plan No. 187-KH/TU dated September 20, 2023 of the Son La Provincial Party Standing Committee on studying, disseminating, and implementing Conclusion No. 57-KL/TW of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situatio, the People’s Committee of Son La province has issued the 2025 External information work plan. The plan requires that external information activities ensure the leadership of the Provincial Party Committee and the unified direction of the Provincial People’s Committee; remain aligned with the Party’s guidelines and the State’s policies and laws on external information; and be closely linked to Son La’s socio-economic development goals. Activities must also stay attuned to major political, economic, cultural, social, security, and defense events of both the country and the province. The content of external information will continue to be renewed with creativity, accuracy, timeliness, and effectiveness.
In implementing Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on further enhancing the quality and effectiveness of external information work in the new context, and Resolution No. 47/NQ-CP dated April 15, 2024 of the Government on the Government’s Action Program to 2030, the Provincial People’s Committee has directed that each agency and unit assign at least one full-time or part-time position dedicated to external information. It emphasizes the consistent adherence to the guidelines of “Strengthening External Information” and “Enhancing the effectiveness of applying new communication technologies and social media in external information and public opinion engagement.” Efforts will continue to innovate and improve the quality and efficiency of communication activities on the internet, across social media platforms, and through other communication channels. The communication campaign will promote the image of Vietnam as a peaceful, friendly, cooperative, and developing nation—an open and trustworthy partner, and an active, responsible member of the international community—contributing to elevating the country’s and the Communist Party of Vietnam’s standing and reputation on the global stage. It will inspire patriotism, consolidate the great national unity, and foster the aspiration for a prosperous and happy Vietnam; reinforce public trust in the Party, the State, and the socialist system; propagate the Party’s and the State’s foreign policy; secure the understanding and support of the international community; and create favorable conditions for the cause of renewal, nation-building, and national defense—toward successfully implementing the Resolution of the 13th National Party Congress and achieving the country’s development goals by 2045.
Promote the image of the locality in particular, and of Vietnam in general, through innovative approaches. Strengthen external information efforts by selecting and showcasing images, economic potential, distinctive cultural values, social features, and the province’s investment incentives to audiences at home and abroad via Son La Newspaper, the Provincial E-Portal, the Vietnam External Information Portal (http://www.vietnam.vn), as well as through exhibitions, events, and social media platforms. Proactively cooperate with reputable domestic and international news agencies, press outlets, and media organizations to publicize and introduce the province’s image, potential, and competitive advantages, thereby positioning the local brand, attracting foreign direct investment (FDI) and other investment resources, and fostering tourism development.
Encourage and facilitate domestic and international press and media agencies seeking to carry out journalistic and communication activities which use the image of Son La. Provide information to the press, the overseas Vietnamese community, and domestic and foreign investors on Son La’s socio-economic development and the province’s external relations activities led by its leadership.
Researching and selecting distinctive elements and strengths of the province to promote its image within the framework of the national communication strategy for promoting Vietnam's image abroad. Promoting the province's image, culture, tourism, activities, and events through Key Opinion Leaders (KOLs).
The Provincial Party Committee’s Propaganda and Mass Mobilization Commissions will direct and guide the Party’s external information activities for press agencies, representative offices, and resident correspondents in the province; and coordinate with departments, agencies, and localities during implementation, inspection, and supervision of external information work.
The Office of the Provincial People’s Committee will update the province’s core database and essential information across various sectors on the Provincial E-Portal (in both Vietnamese and English); develop dedicated pages and sections to intensify the communication and promotion of Son La’s culture, image, and people; and coordinate with press and media organizations to promote the province’s image, tourism potential, trade promotion efforts, and attraction of foreign investment. Agencies, units, and localities shall implement these tasks in accordance with their assigned functions and responsibilities.
