Online conference on economic growth scenarios for 2025, tasks, and solutions to achieve the growth target for 2025
(en.sonla.gov.vn) On the morning of July 16, 2025, in Hanoi, Prime Minister Pham Minh Chinh chaired an online conference between the Government and localities on the economic growth scenario for 2025 and tasks and solutions to achieve the 2025 growth target.

The central bridge, attended by members of the Politburo, the Party Central Committee, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, leaders of ministries, central branches, local agencies, leaders of commercial banks, corporations, and state-owned conglomerates, connecting to 34 provinces, centrally run cities, communes, wards, and special economic zones.

General assessment in the first 6 months of 2025, in the context of the domestic economy facing many difficulties and challenges, especially from the outside; the Government, the Prime Minister, all levels, sectors and localities have focused on directing and implementing synchronously and effectively the policies and decisions of the Central Committee, the Politburo, the National Assembly, especially on the organization of the apparatus, institutions, laws, science and technology development, international integration, private economy, etc.; completing a large amount of work, proactively and promptly handling arising issues; promoting growth drivers, striving to achieve the highest growth associated with maintaining macroeconomic stability. In the first 6 months of the year, the economy continued to achieve many outstanding results; economic growth in the first 6 months reached 7.52% over the same period, the highest in the same period in nearly 20 years; processing and manufacturing industry increased by 10.11%, driving the overall growth; export increased by 14.4%; state budget revenue reached 67.7% of the estimate, up 28.3%; registered FDI capital was over 21.5 billion USD, up 32.6%; the number of enterprises registered to enter and re-enter the market reached 152.7 thousand enterprises, 20% higher than the number of enterprises withdrawing from the market, the total registered capital added to the economy reached nearly 2.8 million billion VND, up 89.03%... Many organizations have simultaneously raised their forecast for Vietnam's economic growth.
At the Conference, the Ministry of Finance advised on the development of two socio-economic growth scenarios. Accordingly, Scenario 1 determined that the growth rate for the whole year of 2025 would reach 8%. Specifically, if the growth rate in the third quarter reaches 8.3% over the same period, equivalent to the scenario in Resolution 154/NQ-CP, the fourth quarter reaches 8.5% (0.1% higher than the scenario), the GDP scale for the whole year is about 508 billion USD, and GDP per capita is about 5,000 USD.

Scenario 2 (full-year growth in 2025 reaches 8.3-8.5%), the Ministry estimates that if the third quarter growth reaches 8.9-9.2% over the same period (higher than the scenario by 0.6-0.9%), the fourth quarter reaches 9.1-9.5% (higher than the scenario by 0.7-1.1%), the GDP scale in 2025 is about 510 billion USD, and GDP per capita is about 5,020 USD. At the conference, the opinions of ministries, branches, localities, and enterprises agreed on the orientations according to the report of the Ministry of Finance; affirming that the growth target of 8.3-8.5% in 2025 is achievable to create momentum, force, and spirit to confidently enter the 2026-2030 period, completing the strategic goals of the entire 2021-2030 period.
In his concluding remarks, Prime Minister Pham Minh Chinh requested the Ministry of Finance and the Government Office to promptly synthesize and absorb comments and contributions to promptly complete and submit to the Government a Resolution to adjust and assign growth targets for the third and fourth quarters and the last 6 months of the year for the whole country, each locality, industry and sector. The Prime Minister also specifically outlined 16 groups of key tasks and solutions and requested the entire political system to participate with high determination, great efforts, drastic and effective actions, to complete each task, to complete each task, and to assign "6 cleared" tasks: cleared people, cleared work, cleared time, cleared responsibility, cleared results, and cleared authority.
