The Provincial People's Committee has directed the implementation of National Target Programs (NTPs) according to the Party's guidelines, the National Assembly's Resolutions, the Government's directions, and regulations on mechanisms, policies, and guiding documents of ministries and central agencies. Since 2022, the Steering Committee for NTPs has been established from the provincial level (in Decision No. 626/QD-UBND dated April 2, 2022, of the Steering Committee for NTPs of Son La province for the period 2021 - 2025) to the district level (12/12 districts and the city established NTPs Steering Committees of districts and the city), and the commune level (establishing Commune Management Boards, Village Development Boards) based on Resolution No. 18-NQ/TW dated October 25, 2017, of the 6th Conference of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"...

The National Target Programs implemented in ethnic minority and mountainous areas have had a positive impact on the poor, near-poor, ethnic minorities, women and children, groups with specific difficulties, vulnerable groups, minimal ethnic minorities, ethnic groups facing many obstacles, ethnic groups with particularly difficulties, etc. helping beneficiaries have more opportunities to access and directly participate in the content of the program, through economic development activities, vocational training, job creation, health care services, education, etc. enhancing the role and awareness of the people, contributing to improving the effectiveness of program implementation. The infrastructure system in ethnic minority areas has been invested in and revamped. The work preserving and maintaining traditional cultural values of ethnic groups is reserved. The quality of education has gradually improved, and the scale of schools and classes in ethnic minority areas is increasingly expanding. Medical work and health care for people in ethnic minority and mountainous regions have many changes.

Up to now, some initial results obtained like the multidimensional poverty rate in 2024 has decreased to about 19.23%; the rate of the rural population using clean water estimated at 42%; the communes with solid roads to the commune center at 98.53%; the households using safe electricity at 96.9%; 100% of poor and near-poor households, ethnic minorities living in difficult areas, and people living in utterly arduous regions provided with free health insurance cards. The security and social order in ethnic minority areas are stable; all levels and sectors continue to effectively carry out propaganda and mobilization work for people to comply with the Party's guidelines and policies, the State's laws and policies, and build an extensive national unity bloc.
