Attendees at the conference included members of the Provincial Party Committee’s Standing Board, the Executive Committee, the Standing Council of the Provincial People’s Council, the Provincial People’s Committee, the Vietnam Fatherland Front of the Province, as well as leaders from provincial departments, agencies, and district and city party secretaries and chairpersons.

In implementing Resolution No. 06-NQ/TU dated January 21, 2021, from the Provincial Party Executive Committee on the development of agricultural product processing in Son La Province for the 2021-2025 period with a vision towards 2030, the Provincial Party Standing Board has intensified leadership and direction. It has urged all levels and sectors to deploy comprehensive measures to harness the province's advantages in developing agricultural, forestry, and aquatic products, and to diversify high-quality agricultural products. This includes expanding large-scale specialized farming areas, linking agricultural production with processing, preservation, and distribution industries; enhancing the application of science and technology in production, preservation, and processing; restructuring production, procurement, and processing systems; promoting and supporting cooperative models and deep processing; and building and marketing high-tech agricultural brands. Efforts are also focused on attracting investment, particularly from enterprises with sufficient capital, technology, and market capabilities, to revive and expand business activities and attract key projects and high-tech agricultural processing plants.

From 2021 to 2023, the average annual growth rate of industrial processing of agricultural products was 8.45%. In 2023, the value of agricultural product processing reached 4,961.83 billion VND, an increase of 6.66% compared to 2022. Investment attraction for agricultural processing projects is expected to exceed the resolution's target. During the 2021-2023 period and the first seven months of 2024, 11 large-scale agricultural processing projects were attracted, including 7 newly approved projects and 4 under proposal for approval. The value of processed agricultural products exported from 2021 to 2023 grew at an average annual rate of 18.5% (with a target of 12% per year). In 2023, the export value of processed agricultural products reached 159.33 million USD, up 6.42% from the same period in 2022. Major export products included coffee, tea, tapioca starch, longan, mango, and passion fruit.

After three years of implementing Resolution 08-NQ/TU dated January 21, 2023, from the Provincial Party Executive Committee on the focused, sustainable development of agriculture, forestry, and fisheries with high-tech applications through 2025 and a vision for 2030, the sector's contribution to the province's overall economic structure reached 24.5% in 2023. The average GRDP growth rate for the sector from 2021 to 2023 was 5.1%, exceeding the resolution's target by 0.1%. Additionally, the average production value per hectare of cultivated land increased by 10.44% during the same period, meeting the resolution's objective.

Infrastructure in agriculture and rural areas continues to receive investment through projects and programs aimed at rural development. New policies have been introduced to encourage businesses, cooperatives, and households to invest in agriculture, forestry, and fisheries. Until now, the province has granted investment approvals and registration certificates for 16 projects in agriculture and agricultural processing, with a total registered capital of approximately 5.085 trillion VND.

At the conference, attendees focused on discussing and proposing solutions to address challenges in attracting investors to high-tech agricultural sectors and industrial zones in the province. Key topics included support for agricultural processing facilities to ensure a stable and long-term supply of raw materials linked to both domestic and international markets, the application of science and technology in agricultural production at processing facilities, and state management of environmental protection and water resources during production activities.

Mr. Hoang Quoc Khanh, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivered remarks at the conference.

In his remarks at the conference, Mr.Hoang Quoc Khanh instructed the provincial People's Committee’s Party Committee, district and city party committees to continue enhancing their responsibilities in effectively implementing and achieving the agricultural, forestry, and fisheries development goals set for 2025 under Resolution No. 15-NQ/DA dated September 24, 2020, from the 15th Provincial Party Congress of Son La, 2020-2025 term. He emphasized the need to strengthen the role and accountability of leaders in directing and implementing comprehensive solutions with the highest determination to successfully achieve the objectives of Resolutions No. 06-NQ/TU and No. 08-NQ/TU. He also tasked the Provincial People's Committee with developing and promptly presenting a draft proposal to establish Son La as a key agricultural processing center for the Northwest to the Standing Committee of the Provincial Party for approval.

Mr. Khanh also stressed that departments, agencies, districts, and cities should closely monitor their areas, proactively address flood damage, assess and report losses, provide timely support to affected residents, and expedite the construction of urgent projects to help communities affected by natural disasters stabilize their lives as soon as possible.
