Promoting the tradition of patriotism, strengthening the comprehensive leadership of the Party, the combined strength of the entire political system, the active participation of entrepreneurs, enterprises, and the People in the development of science, technology, innovation, and national digital transformation, bringing the country to develop powerfully in the new era - the era of prosperity and strength, striving to become a developing country with modern industry and high average income by 2030, and a developed country with high income by 2045, aiming to achieve and exceed the goals in Resolution No. 57, contributing to fundamental and comprehensive innovation in the management and operation activities of state management agencies, production and business activities of enterprises, and the way people live and work.

07 specific emulation contents, ministries, departments, branches, the Central Committee of the Vietnam Fatherland Front, socio-political organizations, provinces and centrally-run cities (ministries, branches, localities), organizations, and enterprises focus on emulating to implement the following principal contents:

Emulating to raise awareness, make breakthroughs in the innovation of thinking and digital transformation, develop science, technology, innovation, innovate leadership, management methods, and operating models, and operate from "traditional" to digital space based on digital data; link propaganda of goals and tasks of science, technology development, innovation, and digital transformation with resolutions, strategies, action programs, goals, and the assignments of economic and social development, ensuring national defense and security of all levels and sectors.

Competing to develop infrastructure for science, technology, innovation, and digital transformation, especially digital infrastructure and digital technology on the principle of "modernity, synchronization, security, safety, efficiency, and avoiding waste.".

Competing to promote digital transformation, apply science, technology, and innovation in the activities of agencies in the political system, develop digital government, promote the digital application in administrative reform, especially administrative procedure reform; strengthening state management in the digital environment from central to local levels; connecting and operating agencies in the political system, exploit and effectively use digital resources and digital data; improving the effectiveness of national governance, and the effectiveness of state management in all fields; competing to develop the digital economy, digital technology enterprises, science and technology enterprises, and creative startups; promoting science and technology activities, innovation, and digital transformation in enterprises to improve the competitiveness of enterprises and the economy.

Competing to develop a digital society, focusing on improving the quality of education and training, developing and promoting high-quality human resources and talents to meet the requirements of science, technology, innovation, and national digital transformation development; widely deploy the "digital literacy" movement, strengthen training, coaching, and improve knowledge and skills in digital technology and digital transformation among the people, and synchronously prepare all resources to develop a digital society.

Emulating to ensure national defense and security, safety, cyber security, and national sovereignty on digital platforms and cyberspace;

strengthening international cooperation in science, technology, innovation, and digital transformation development, especially in the fields of artificial intelligence, biotechnology, quantum technology, semiconductors, nuclear energy, and other strategic technology fields.

The 2-phase implementation plan is to be implemented from 2025 to 2030. Phase 1 (from 2025 - 2027): Ministries, branches, and localities will develop and promulgate the Movement implementation plan and appropriate emulation criteria in the second quarter of 2025; organize the implementation of the emulation movement effectively and practically; conduct a preliminary review, assessment, and experience drawing at the ministerial, branch, local and central levels in 2027 to implement the next phase. Phase 2 (from 2027 - 2030): Based on the preliminary review and assessment of the results of the implementation of Phase 1, the Ministry of Home Affairs will preside over and advise the Central Emulation and Reward Council to continue implementing Phase 2 of the emulation movement and summarize in 2030.

Ministries, branches, and localities shall base on this Plan and the characteristics, situation, requirements, and tasks to launch and implement the Emulation Movement with specific content, criteria, and appropriate and practical forms, creating a mighty change in awareness and higher determination in the actions of Party committees at all levels, authorities and people of all walks of life, successfully implementing the scientific and technological revolution, innovation and digital transformation; encouraging the launching and implementation of the Emulation Movement annually, in conjunction with other emulation movements of ministries, branches, and localities.
