The investor, project management unit, and construction contractor are competing and striving every day for the common goal of completing the project, following the direction of the Prime Minister. The Hoa Binh - Moc Chau Expressway Project is considered a strategic connecting route between the Northwest region with the Northern Delta and the Hanoi capital, a vital traffic route that shortens the distance, reduces travel time, and opens up new development space for Son La province in general and Moc Chau National Tourist Area in particular. The investment in the plan is not only the desire of the people over many years but also a crucial driving force to attract investment, develop high-tech agriculture and green tourism, contribute to hunger eradication, poverty reduction, and improve the quality of life of the people; is a symbol of solidarity, determination and aspiration to rise of the ethnic minorities of Son La and Hoa Binh provinces; is proof of the correct policy of the Party and State in prioritizing the development of transport infrastructure, creating momentum for socio-economic development in the Northwest region of the Fatherland.

The Hoa Binh-Moc Chau Expressway has a total length of about 85km, of which the section in Son La province is about 53km long and is under construction since the end of 2024; the section in Son La province is about 32.3km long, starting at km 53 in Chieng Yen commune, Van Ho district and ending at km 85+300, intersecting with National Highway 43 in Phieng Luong commune, Moc Chau district. The length of land clearance is about 34.4km, the investment phase has 02 lanes, and the land clearance scope is 04 lanes.

The total investment is about 4,938 billion VND from the State budget, with the implementation period from 2023 to 2028. The expressway project through Son La province invested in public investment. Determining that the investment in the construction of the Hoa Binh - Moc Chau expressway, the section in Son La province is an important political task of the province, the Son La Provincial Party Committee has established a Steering Committee headed by the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee to urge, lead and direct the implementation of the project; at the same time, it has established support groups headed by the Vice Chairmen of the Provincial People's Committee. The Steering Committee for the project implementation meets weekly to urge progress and remove difficulties and obstacles; the support groups regularly inspect the site and propose solutions for implementation. The Provincial People's Committee has assigned the People's Committees of Van Ho district and Moc Chau town as investors to implement the project. Immediately after being assigned the task, the districts actively and proactively developed implementation plans and established Steering Committees and Working Groups to review and prepare plans to accelerate the implementation progress. Up to now, the site clearance work of the project has ended, meeting the project's pace.

With determination from the province to the grassroots, the close attention of the provincial leaders, the participation of the entire political system, the implementation of many solutions, and good and creative ways of compensation and resettlement support, it has created consensus for contractors to construct items, ensuring the project is on schedule.
