Provincial leaders inspected the construction progress of projects and promptly directed and resolved difficulties and obstacles.

Implementing Resolution No. 02/NQ-CP dated January 8, 2025, of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2025, the Provincial People's Committee issued Action Plan No. 19/KH-UBND dated January 20, 2025, with specific groups of tasks and solutions assigned to levels and sectors for implementation. Departments, sectors, and People's Committees of districts, Son La City, and Moc Chau Town have focused on implementing the 2025 public investment plan from the beginning of the year, strengthening inspection, urging progress, and resolving difficulties and obstacles in the implementation of works and projects as directed. In 2025, the total assigned capital plan is 6,613,009 billion VND, and the detailed allocated capital is 5,964,989 billion VND. The disbursement results on June 7, 2025, reached 1,141.57 billion VND, equivalent to 17.26% of the assigned capital plan and 19.14% of the detailed allocated capital plan.

The province has established a working group to support the implementation of investment projects in the area to grasp the difficulties that investors encounter, actively removing hardnesses related to investment procedures, land, site clearance, and project operation procedures; guiding and supporting businesses and investors to access information, investment, and business opportunities, promptly complete investment procedures for investment projects in the province according to regulations; shorten the time to resolve procedures for deciding on investment policies, and bidding to select investors. In the first six months of 2025, the Provincial People's Committee approved 12 projects with approval policies, simultaneously approved investors, and approved investment policies for projects using land with a total registered investment capital of VND 8,050.3 billion; continue to focus on overcoming limitations and difficulties in coordination between units and localities; resolve inadequacies due to unclear, overlapping, and conflicting regulations on state management in the fields of investment, land, construction, natural resources, and environment, and clearly and transparently define responsibilities. Timely update and inform businesses about the list of conditional investment and business sectors and investment and business conditions within the scope, functions, tasks, and assigned powers.

Timely update legal documents to the National Database of Legal Documents to ensure consistency, synchronization, transparency, ease of searching, understanding, and accessibility of the legal system; promote the connection, sharing, and exploitation of information between the National Database of Legal Documents, the Business Regulation Consultation and Lookup Portal with national databases, specialized databases, and other relevant information systems to facilitate people and businesses in the process of searching and exploiting information related to investment and business activities. Actively consult and interact with people, business owners, and subjects affected by regulations and legal documents through the Business Regulation Consultation and Lookup Portal; exploit data on the portal to serve the work of appraisal, examination, review, and development of legal documents.

Guide and support departments, branches, and localities to promote the connection, sharing, and exploitation of information between the National Database of Legal Documents, the Provincial Electronic Information Portal, and the websites of departments, branches, and localities, creating favorable conditions for people and businesses in the process of looking up and exploiting information related to investment and business activities, strictly implementing the direction of the Provincial People's Committee, agencies and units have focused on reviewing, proposing to reduce and simplify regulations and administrative procedures related to investment, production, business activities, and people's lives, ensuring to reduction at least 30% of the time to handle administrative procedures, at least 30% of compliance costs; recommending to abolish 30% of unnecessary business conditions; publicly, transparently, accurately, and promptly providing information on administrative procedures and the process of receiving and handling administrative procedures so that people and businesses can access, monitor, supervise, and evaluate the implementation of administrative procedures.

Currently, businesses have better access to business support services, including consulting on business registration procedures, tax support, legal support, technology, capital, and planning, etc., to increase competitiveness and innovation. The province regularly coordinates with border provinces and related units to update import market information, information on goods circulation and customs clearance, support businesses to proactively produce, disseminate trade defense legal action and SPS regulations, and guide the implementation of FTAs, attract logistics investment, provide logistics infrastructure information and work with district People's Committees to survey and arrange land funds for logistics infrastructure.

To improve the business investment environment, in the coming time, the province will continue to promote the implementation of key tasks and solutions to improve the business environment, enhance competitiveness, and synchronously complete the legal framework for the operation of the 2-level local government model under the direction of the Politburo, the Secretariat, the Government, and the Prime Minister. Agencies and units, according to their assigned functions and tasks, closely follow the Plan to implement specific tasks and solutions, promptly dealing with arising issues, diversifying information channels to collect information from businesses, and proactively resolving difficulties and problems for businesses.
