National Online Conference on Advancing Public Investment for 2024

Attending the conference from Son La Province were Mr. Hoang Quoc Khanh, Chairman of the Provincial People's Committee; Mr. Le Hong Minh, Vice Chairman of the Provincial People's Committee and leaders of the province's departments and agencies.

At the beginning of the year, in Resolution No. 01/NQ-CP dated January 5, 2024, the Government designated the implementation of the public investment plan for 2024 as a key political priority requiring close attention and management. During regular government meetings, public investment topics are frequently discussed, analyzed, and addressed with specific directives and solutions incorporated into the resolutions. Since the start of the year, the Prime Minister has issued two directives, four official letters, and numerous other documents to expedite the disbursement of public investment funds.

As of July 10, 2024, central and local agencies have allocated a total of VND 639.4 trillion for specific tasks and projects, achieving 95.5% of the Prime Minister's target. The remaining unallocated funds amount to VND 29.9 trillion, which includes VND 8.2 trillion from the central budget, distributed across 20 out of 44 central agencies and 21 out of 63 localities, and VND 21.7 trillion from local budgets, distributed across 23 out of 63 localities.

However, as of now, 33 central agencies and 28 localities nationwide still exibit below-average disbursement rates. Many central agencies and localities have not maintained the strong disbursement results seen in the same period of 2023. Disbursement rates for key national projects, major transportation sector projects, and inter-regional transportation projects remain low. Additionally, the disbursement rate for projects using ODA and concessional loans from international donors is only 12% of the Prime Minister’s target. Consequently, the overall disbursement rate for the first six months of the year stands at 29.39%, down from 30.49% during the same period in 2023.

The conference was livestreamed to provinces and cities.

At the conference, representatives from ministries, sectors, and localities discussed and clarified the challenges and obstacles in public investment disbursement. They shared experiences, proposed solutions, and expressed their commitment to achieving the disbursement goals for the remainder of 2024.

Prime Minister Pham Minh Chinh, in his speech, urged central and local agencies to adopt the "5 Commitments, 5 Assurances" principle. He emphasized the need to focus on advancing transportation projects to meet the target of 3,000 kilometers of highways as set by the 13th Party Congress. The Prime Minister called for strict implementation of government resolutions, directives, and official documents, and for continued monitoring by government task forces to address issues promptly. He also stressed the importance of accountability and leadership from officials, advocating for a "focus on action, not retreat" approach. He called for rigorous discipline, enhanced supervision, and severe penalties for legal violations by investors, project managers, and contractors, while minimizing administrative procedures, increasing decentralization, and combating corruption and inefficiency.
