Implementing Resolution No. 77 dated April 10, 2025, of the Government on the regular Government meeting in March 2025 and the online conference between the Government and localities, the Provincial People’s Committee has given strong directives to continue upholding responsibility, being decisive, timely, and ensuring close, synchronized, and effective coordination in management and administration; making the most of opportunities and favorable conditions, promptly resolving arising difficulties and obstacles, striving to overcome challenges, and aiming to achieve and exceed the targets and objectives of the 2025 socio-economic development plan, especially the growth indicators. The Provincial People’s Committee focuses on effectively implementing the priority of strongly promoting high growth in tandem with maintaining economic stability and ensuring the major balances of the economy; proactively, flexibly, and promptly responding to policy issues effectively, remaining steadfast in the goal of achieving a GDP growth rate of 8% in 2025. The Provincial People’s Committee directs departments, agencies, and People’s Committees of districts, cities, and towns to, based on their assigned functions, tasks, and authority: closely monitor international, regional, and domestic developments, fully assess the impacts on the province’s socio-economic situation to develop response scenarios and policy reactions that are timely and appropriate, avoiding passivity and surprises. The State Bank of Vietnam – Region 3, shall take the lead and coordinate with relevant agencies and localities to closely monitor the international and regional situation, changes and adjustments in policies of major economies, in order to operate monetary policy in a proactive, flexible, timely, and effective manner. Continue directing credit institutions to more decisively and effectively implement solutions to reduce lending interest rates, creating favorable conditions for people and businesses to access credit with reasonable costs and low capital prices; orient credit toward production, business, priority sectors, and growth-driving fields

The Provincial People’s Committee has directed the prompt completion of the two-tier local government organizational model, promoting the streamlining and reorganization of the administrative apparatus in connection with institutional improvement and enhancement of the effectiveness and efficiency of state management. Accelerate the disbursement of public investment capital, implement the three National Target Programs, and develop modern, synchronized strategic infrastructure, with public investment playing a leading role in activating and attracting the effective use of social resources. Strongly develop key economic sectors, particularly processing and manufacturing industries and energy; promote sustainable, high-quality agricultural production; ensure firm energy security and food security. Expand and diversify export markets, goods, and supply chains; maximize the potential of the domestic market, boost tourism; strengthen the fight against smuggling, trade fraud, counterfeit goods, and origin-related violations. Focus on developing science and technology, promoting innovation, driving comprehensive national digital transformation; push for stronger and more substantive administrative reform, remove obstacles for production and business activities, and enhance the competitiveness of the economy.

At the same time, effectively and promptly implement social security policies; improve the quality of healthcare for the people and the quality of human resources. Strengthen national defense and security capacity; firmly maintain independence and sovereignty; ensure political security, social order, and safety. Promote the fight against corruption, negativity, and wastefulness; implement substantive and effective foreign affairs activities; well prepare celebrations of major national holidays. Continue to intensify information and communication efforts, especially policy communication, to inspire, create motivation, build trust, social consensus, and new momentum for development.
