Focus on enterprise development.
With the goal of supporting and developing small and medium-sized enterprises (SMEs), stabilizing business operations, enabling rapid recovery, fostering innovation, and promoting sustainable business development, Son La aims to enhance competitiveness and deeply integrate into regional and global production networks and value chains. The province seeks to grow both the quantity and quality of enterprises, contributing to building a green, fast-growing, sustainable, proactive Son La economy that actively participates in international economic integration. By the end of 2030, Son La targets approximately 5,490 enterprises with a total registered capital of around VND 70,900 billion, employing about 53,520 workers, with an average monthly income of VND 9 million per worker. On average, about 320 new private enterprises will be established annually. Around 30% of all enterprises are expected to engage in science and technology application and innovation activities
The Provincial People’s Committee requires all levels and sectors to comprehensively lead and direct efforts, harnessing the combined strength of the entire political system and all social strata in effectively implementing the Party’s guidelines, State policies and laws, Prime Minister’s directives, and the plans of the Provincial Party Committee and the Provincial People’s Committee to promote the development of small and medium-sized enterprises (SMEs). It emphasizes a strong sense of responsibility and adherence to the principle of “putting people and businesses at the center,” ensuring equal rights for all enterprises, regardless of type or economic sector, in accessing resources and policies.
Continue to accompany and provide maximum support for businesses to develop, ensuring that policies remain consistent, stable, clear, transparent, effective, and practical. Continue improving the investment and business environment to be open, convenient, safe, and friendly, promptly removing obstacles and difficulties for enterprises, considering this a top political priority. Prioritize allocating resources to support the development of small and medium-sized enterprises (SMEs), focusing on new business models based on innovation, the digital economy, the sharing economy, the circular economy, the green economy, and sustainable business practices. Promote the establishment of leading enterprises in key potential sectors to drive new growth momentum and achieve sustainable development goals. Enhance the role of the provincial Business Association as a bridge between businesses, government management agencies, and political-social organizations. Regularly hold dialogues, exchange information, and resolve difficulties and challenges faced by enterprises in investment and business activities.
Continue to implement Directive No. 18 dated March 24, 2022, issued by the Provincial Party Standing Committee, which emphasizes enhancing the spirit and responsibility of exemplary conduct among cadres, party members, public officials, and civil servants; and strengthening the accountability of heads of departments, agencies, and the People’s Committees of districts, towns, and cities in carrying out their tasks. Put people and businesses at the center, regard the difficulties faced by citizens and enterprises as your own challenges to proactively support, accompany, and resolve them with the principles of “no excuses, no complaints, and no empty promises,” and “no criminalization of economic or civil relations.” Maintain strong determination, great effort, and decisive action. Assign specific responsibilities based on the principle of “clear personnel, clear tasks, clear accountability, clear authority, clear timelines, and clear results.”
The province has identified four key tasks and solutions to implement: Improve policies and legal frameworks, reform administrative procedures, and create a favorable and equitable investment and business environment for small and medium-sized enterprises (SMEs); Plan and develop infrastructure to facilitate SME growth; Support SMEs in accessing finance and credit; Assist SMEs in enhancing workforce quality, advancing digital transformation, increasing labor productivity, and building Vietnamese enterprise brands to expand markets and deepen integration into value chains.
