Under Plan No. 97, issued on April 14, 2025, which details the implementation of the Prime Minister's Decision No. 222 approving the National Action Plan on Circular Economy until 2035 within the province, Son La has set concrete targets to strive for by 2030. These include reducing the extraction and use of non-renewable resources, implementing planned exploitation of water resources (particularly groundwater), increasing the efficient plan of resources, raw materials, and materials, and saving energy. To continue reviewing and refining land and mineral policies to promote the industrialization and modernization of agriculture and rural areas. It emphasizes the effective implementation of the Master Plan on Basic Geological Survey of Minerals for 2021-2035 (with a vision to 2050), ensuring synchronization with the National Overall Energy Master Plan for the same period. Regarding energy, Son La aims to attract investment in biomass and solid waste power plants by 2030, targeting a renewable energy share of 47% or more in the total primary energy supply and achieving overall energy savings of at least 8% of the province's total consumption.

Extending the lifespan of materials, equipment, products, and components, thereby curbing waste generation and minimizing negative environmental impacts. 100% of industrial parks, production, business, and service establishments required to install automatic and continuous wastewater and emission monitoring systems transmit data directly as regulated. Maintain a 100% rate of seriously polluting establishments being addressed and prevent the emergence of any new seriously polluting facilities. For solid waste management, targets include achieving a 98% collection and treatment rate for urban solid waste and a 90% treatment rate for rural solid waste. The wastewater treatment rate of production, business, and service establishments, as well as concentrated industrial and service zones and industrial clusters discharging into river and stream basins within the province, is expected to exceed 70%..

To implement the plan, the province has set forth nine specific tasks and solutions and assigned responsibilities to relevant departments and sectors for execution.

The development of a circular economy is aimed at driving innovation and improving labor productivity, contributing to green growth by restructuring the economy and innovating the growth model towards enhanced efficiency and stronger circular linkages among businesses and economic sectors. It also seeks to promote the application of circular economy models, greening economic sectors, applying science and technology in production, enhancing the competitiveness and resilience of businesses and supply chains against external impacts. Furthermore, it aims to actively respond to climate change, strengthen resource management, environmental protection, and social equity, ultimately contributing to a green economy and effectively implementing the National Green Growth Strategy for 2021-2030, with a vision to 2050.
