The meeting was attended by Mr. Nguyen Thai Hung, Standing Committee member of the Provincial Party Committee and Chairman of the Provincial People's Council, along with representatives from the Provincial Vietnam Fatherland Front Central Committee, relevant departments, and local districts and cities.

Midterm Review of Rural Agriculture Investment Policies

Under Resolution No. 128/2020/NQ-HĐND, which promotes investment in agriculture and rural areas, plans and guidelines have been swiftly implemented, with active participation from businesses and cooperatives. Over the past four years, the province has allocated over VND 20.5 billion to 336 organizations, including 18 businesses and 318 cooperatives, for brand development and market expansion. Additionally, VND 1.4 billion was provided to five cooperatives for infrastructure projects. As of December 31, 2023, agricultural and rural sector loans amounted to VND 22,186 billion, representing 56.4% of the total loan balance, with VND 4,262 billion allocated to 230 borrowers under the resolution.

However, the impact of the investment incentives under Resolution No. 128/2020/NQ-HĐND remains limited, with few businesses and cooperatives benefiting. Key support measures, such as interest rate subsidies for agricultural investment projects, development of production and marketing linkages, and investment in agricultural storage and processing facilities, have yet to be fully implemented.

The Department of Agriculture and Rural Development reported on the implementation results of Resolution No. 128/2020/NQ-HĐND.

At the conference, delegates addressed challenges in implementing Resolution No. 128/2020/NQ-HĐND and proposed enacting a new resolution to replace it. Key focus areas include policies for high-tech, smart, digital, and ecological agriculture; organic farming; and the development of high-value crops, livestock, and aquaculture. It was recommended that the provincial government urge the Ministry of Planning and Investment to propose a new decree to replace Decree No. 57/2018/ND-CP, aiming to align and unify national and local policies on encouraging investments in agriculture and rural areas.

In his remarks at the conference, Mr. Nguyen Thai Hung, Chairman of the Provincial People's Council, urged that to address shortcomings in implementing Resolution No. 128/2020-HĐND, departments, agencies, and localities should adhere to the Provincial Party Committee's conclusions on agriculture and rural development. This includes reviewing and assessing current policy measures. For ineffective policies, the Provincial People's Committee was advised to direct relevant agencies and localities to propose revisions to ensure compliance with regulations.

In closing the conference, Mr. Nguyen Thanh Cong tasked the Department of Agriculture and Rural Development with leading a review of Resolution No. 128/2020/NQ-HĐND, in coordination with relevant departments and local governments. The department is to propose a new resolution for the Provincial People's Council to consider, ensuring it aligns with current practices and the province's agricultural and rural development strategies.
