Dear all comrades attending the Conference!

Today, I am pleased to join the leaders of the departments and branches in attending the conference announcing the decision of the Provincial People's Committee to approve the Master Plan of the Moc Chau urban area, Son La province, vision for 2040. It is a meaningful event in determining the vision and pointing out the development drivers so that Moc Chau district can exploit and maximize the potential and strengths for the development of the Moc Chau urban area in the period up to 2040 as a green urban area and synchronous, modern and clever infrastructure; bearing cultural identity, natural landscape and climate typical of the plateau; sustainable and comprehensive development; a national tourist urban area; a center for socio-economic development of the province; a center for production, processing, and transfer of high-tech agriculture in a circular and environmentally friendly direction; a border urban area associated with the development of international border gate trade and economy; having a crucial strategic position for national defense and security. This result is thanks to the attention and support of the Central ministries, branches, and departments, especially the close direction of the leaders of the Provincial People's Committee, District Party Committee, People's Council, District People's Committee, and the efforts of specialized agencies at the district level.

The general urban planning of Moc Chau, Son La province to 2040, approved by the Provincial People's Committee in Decision No. 315/QD-UBND dated February 7, 2024, is an essential legal basis for building Moc Chau district into a town by 2025 and the same time is the basis for implementing tasks of zoning planning, detailed planning, and establishing construction investment projects in the area according to regulations; is a legal tool for authorities at all levels to manage and control construction investment and urban development activities by the approved planning to promote potentials and strengths, mobilize resources to attract investment, and promote socio-economic development of Moc Chau district in the coming time.

The construction of the Moc Chau urban master plan is based on closely following the development goals and orientations in Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Northern Midlands and Mountains region to 2030, with a vision to 2045; Master plan of Moc Chau national tourist area, provincial planning, Resolution of the 15th Son La Provincial Party Congress for the 2020 - 2025 term, Resolution of the 22nd Moc Chau District Party Congress for the 2020 - 2025 term.

However, to promote effectiveness and implement the planning, there are still many things to do and many difficulties, requiring us to make more efforts and be more determined. In that spirit, I propose that the Party committees at all levels, the government, the Fatherland Front, and the mass organizations of the district in the coming time need to focus on implementing the following pivotal tasks:

First, immediately after this conference, I propose that the District Party Committee and the District People's Committee direct agencies and units to promote propaganda and widely disseminate the core contents of the Moc Chau Urban Master Plan to agencies, units, the business community, and the people, to create unity in awareness and action in implementing the planning; widely publicize the planning in many forms for the people in the district as well as investors who intend to research and learn about investment in the district.

Second, coordinate with provincial-level departments and branches to organize the implementation of the Planning plan to ensure unity and synchronization. The heads of Party committees, authorities, agencies, units, and localities need to identify the key and main tasks of their localities and units to focus on directing the development of programs and plans to implement the planning with specific goals and tasks, clearly defining the completion time and assigning responsibilities to each organization and individual, as a basis for leading and directing the implementation.

Third, urgently review and propose adjustments to specialized planning, especially land and construction planning, after proving the General Planning according to the provisions of the Planning Law; use state budget capital for development investment economically and effectively, invest with focus and emphasis on key sectors and fields, pivotal infrastructure projects with breakthroughs and vital spillover effects such as main traffic axes in urban areas, connecting traffic axes in dynamic economic regions, crucial infrastructure projects, etc. implement good socialization policies and diversify investment forms to mobilize and effectively use capital from economic sectors; increase investment capital mobilization to use the efficiency of land fund exploitation projects to create budget sources for development investment.

Fourth, enhance solutions to effectively implement planning, land, and construction order management in the area; resolutely resolve stringent land use and construction orders, ensuring compliance with regulations; arising cases must be dealt with promptly, thoroughly, and by rules, not allowed to drag on.

Fifth, continue to innovate, promote digital transformation, create breakthroughs in administrative reform, improve the investment and business environment, create a favorable environment for calling for and attracting investment, mobilizing resources to implement the planning. Sixth, pay attention to and implement solutions to improve the quality of human resources in the district, especially in urban management, digital economic development, agricultural economy, and tourism, to meet the requirements of the new situation.

Establishing and approving the Moc Chau Urban Master Plan is the first step to making the plan come true and promoting its effectiveness. There is much work to do, requiring more effort and considerable determination. However, I believe that with the solidarity, determination, and drastic participation of the entire district political system, along with the attention and support of the Central Government, the province, and all the people and ethnic minorities of the Moc Chau district, the Moc Chau Urban Master Plan, Son La province to 2040 will definitely be deployed and implemented synchronously and effectively in the coming time.

Finally, on behalf of the Provincial People's Committee, I would like to wish the leaders of the Departments, branches, the District Party Committee, People's Council, People's Committee, Fatherland Front Committee of Moc Chau district, agencies and units, and all delegates good health, success, and many new achievements.
