Through the discussion of the members of the Provincial People's Committee and the delegates attending the meeting, the Standing Vice Chairman of the Provincial People's Committee unanimously concluded the following contents:

Regarding the 22nd thematic session of the 15th Provincial People's Council, assigned Departments of Planning and Investment, Finance, Education and Training, Agriculture and Rural Development, Natural Resources and Environment focus on the 22nd thematic session of the 15th Provincial People's Council.

The Department of Education and Training shall preside over and coordinate with relevant agencies, units, and the Provincial People's Committee Office to prepare well the content and conditions for provincial leaders to attend and direct the opening ceremony of the new school year 2024-2025, direct and organize the inspection of preparations for the opening ceremony of the new school year to welcome students back to school safely.

Departments, boards, branches, and People's Committees of districts and Son La city shall continue to focus on strictly and effectively implementing the work of preventing, combating, responding to, and overcoming the consequences of natural disasters according to the direction of the Central Government, the Provincial Party Committee, and the Provincial People's Committee.

Regarding the implementation and disbursement of public investment capital and the National Target Programs in 2024, all levels, sectors, agencies, and investors continue identifying it as one of the most important political tasks of all levels and sectors; proactively, flexibly, promptly, and effectively performing governance under the status and practical requirements based on functions, tasks, and powers, particularly duties and solutions to remove obstacles regarding "bottlenecks" in implementing and paying of public investment capital; identifying the results of public investment disbursement as a crucial criterion to assess the level of fulfilling tasks in 2024 of the heads and related collectives and individuals; continuing to focus highly on accomplishing far-reaching in the last months of 2024 and the duties and solutions for disbursing public investment capital under the directive documents of the Government, the Prime Minister, the Provincial Party Committee, the People's Council and the Provincial People's Committee.

Make plans and direct budget management for the fourth quarter of 2024; supplement and complete the local budget estimates for 2025, the 3-year budget financial plan for 2025-2027 according to the opinions of the Ministry of Finance.

The Department of Industry and Trade and the Department of Agriculture and Rural Development coordinate with sectors, and People's Committees of districts and the city to continue effectively the plan for processing, exporting, and consuming agricultural products.

The Department of Planning and Investment proactively contacts the Ministry of Planning and Investment to complete the Socio-Economic Development and the Public Investment Plans for 2025 according to the opinions of the Ministry.

Regarding the investment project to construct the Hoa Binh-Moc Chau expressway, the section in Son La province, the Department of Transport is in charge of urging investment preparation work and The Provincial Traffic Construction Investment Project Management Board, Moc Chau District People's Committee, and Van Ho District People's Committee focus on accomplishing the documents of the component projects assigned to investors, and soon submit them for approval following regulations.

The assigned departments and branches prepare the content for the 10th session of the Provincial People's Council, based on implementing tasks and newly issued legal regulations, propose the contents to be submitted to the Provincial People's Council for consideration and decision according to their authority, and report to the Provincial People's Committee before September 5, 2024, and notify to the Standing Committee of the Provincial People's Council to organize a thematic session in September 2024. The departments, boards, branches, and People's Committees of districts and the city closely coordinate in the process of performing tasks, regularly exchanging information, implementing an online information regime with the Chairman and Vice Chairmen of the Provincial People's Committee to promptly handle difficulties and bottlenecks in the process of performing tasks, for complicated matters related to many sectors and fields make a statement to the Provincial People's Committee (At regular meetings.) for discussion and agreement.
