Talks to promote cooperation between Son La and Hua Phan provinces (Laos).

The high-level delegation of Son La province was led by comrade Nguyen Huu Dong, a Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, accompanied by comrade Trang Thi Xuan, a Member of the Provincial Party Standing Committee, Standing Vice Chairman of the Provincial People's Committee; Leaders of departments and branches of the province.

Welcoming and working with the high-ranking delegation of Son La and Hua Phan provinces, there were comrades Kham Pheng - Xay Som Pheng, member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, Governor of Hua Phan province and Provincial leaders; departments, branches and branches of Hua Phan province.

On behalf of the Leaders of Hua Phan province, comrade Kham Pheng-Xay-Som-Pheng expressed his pleasure to welcome the high-ranking delegation of Son La province to visit and work. At the talks, Son La and Hua Phan provinces informed about the socio-economic development situation, assessed the situation and results of cooperation between the two Provinces, exchanged experiences in building the Party, built the government and political system, evaluated the results of collaboration between the two provinces in the period 2022 - 2024.

Over the past time, the two provinces have coordinated well in propaganda work in the political systems and people of both sides about the friendship traditional solidarity and friendship between the two countries, creating favorable conditions for the people of both sides to visit relatives, cultural and commercial exchanges, especially with people in border areas. From August 2022 until now, Hua Phan province has sent 29 working groups with 338 people to visit, work, and examine patients in Son La province; Son La province sent 31 working delegations with 259 people to visit and work in Hua Phan province to implement cooperation content. The armed forces of the two provinces have coordinated well in exchanging information, enhancing the exchange of experience, improving professionalism, and coordinating well in ensuring order and border security. Son La province has supported Hua Phan province with 47 police headquarters in villages bordering Son La with support from the Ministry of Public Security. Son La province supports Hua Phan province with 5 billion VND from the local budget to build several infrastructure projects. Son La province has accepted international students from Hua Phan province to study and train at all levels.

Thanking the leaders of Hua Phan province for the respectful welcome, comrade Nguyen Huu Dong, Secretary of the Son La Provincial Party Committee, congratulated the results that the Party Committee, government, and people of all ethnic groups in Hua Phan province have achieved in last time. At the same time, we hope the two provinces will continue to strengthen comprehensive cooperation in all fields, building an increasingly strong friendship and cooperation between the two provinces.

At the meeting, the two provinces discussed, agreed, and signed a cooperation agreement for the period 2024 - 2026, focusing on the following contents: Continue to coordinate in-depth and extensive propaganda for officers and soldiers, and the people of each side about the friendship traditional solidarity, the comprehensive cooperation between Vietnam and Laos in general, and between Son La province and Hua Phan province in particular.

Maintain exchanges of delegations at all levels from the two sides to pay friendly visits, work, and exchange experiences in various fields; Regularly maintain information exchange mode and coordinate jointly to solve arising problems. Continue to coordinate and exchange information in ensuring national defense and security, exchanging delegations, implementing regulations on foreign affairs activities and coordinating to ensure national defense, security, social order and safety, and fighting Crime prevention in the two provinces according to the cooperation memorandum between the Ministry of National Defense and the Ministry of Public Security of Vietnam and the Ministry of National Defense and the Ministry of Public Security of Laos. Coordinate the implementation of related contents to complete upgrading procedures and organize the inauguration of the Long Sap - Pa Hang international border gate pair around mid-2025.

The two provinces also agreed to strengthen friendly cooperation, trade promotion, propaganda, and promotion to introduce images of the businesses and products produced with local materials of the two provinces regarding the potential, capabilities, and advantages of the two provinces. Continue to coordinate the implementation of the Human Resource Training Plan of Hua Phan province according to the signed Cooperation Memorandum. Cooperate in building Son La - Hua Phan and Hua Phan - Son La tours; Coordinate research to develop the product "Border Festival" alternately at border gates with potential for tourism development to introduce the indigenous culture and tourism products of the two provinces to friends and tourists in the region water. Son La province continues to create conditions for officials and people of Hua Phan province to come for examination and treatment at the Provincial General Hospital and medical facilities of Son La province.
